Swirls are thousands of shallow scratches that scatter light in every direction, which is why paint looks hazy in sunlight. Polishing levels the clear coat around them so light reflects cleanly again.
How far we take that depends on the paint. We check what is there first, test a small area, and pick the least aggressive combination that gets the result, because clear coat is a finite resource.

Anything you can catch a fingernail in has gone past what polishing can level. That is paint repair territory and we will tell you so.
Factory clear coat is thin, typically measured in tens of microns. Correction works by removing a controlled amount of it so the surface sits level with the bottom of the defect. There is a finite budget of clear coat on a car, and every aggressive polish spends part of it.
That is why we test a small area before committing. The goal is the mildest pad and compound combination that clears the defect, not the fastest one. A shop that leads with a heavy cut on every car is spending your clear coat to save its own time.
It is also why we do a proper panel wipe and inspect afterwards. Some compounds contain fillers that temporarily hide what they did not remove. Wipe the oils off and you see the real result rather than a result that reappears in three washes.
