Yellowed headlights are a safety issue before they are a looks issue. UV damage clouds the lens and scatters the beam, which cuts how far down the road you can actually see at night.

Headlight lenses are polycarbonate with a factory UV coating. Once that coating fails, the plastic underneath oxidizes and turns yellow. Wipe on products make that look better for a few weeks, then it comes back.
Proper restoration removes the failed layer through progressive wet sanding, polishes the lens back to clarity, and then seals it with a fresh UV protective layer so the oxidation does not immediately restart.

Worth knowing
UV has broken down the factory coating and the polycarbonate underneath is oxidising.
A clouded lens diffuses light instead of projecting it, which shortens how far you can see.
Advanced UV damage. It can often still be sanded out, but the sooner the better.
The lens was polished but never resealed, so oxidation restarted immediately.
A toothpaste trick or a bottled restorer polishes the surface and leaves it bare. Bare polycarbonate has no UV defence at all, so it starts yellowing again within weeks and often comes back worse than before.
The step that determines longevity is the last one. After sanding through the grits and polishing back to clarity, the lens needs a fresh UV protective layer applied. That is what replaces the factory coating you just removed.
The one thing sanding cannot solve is moisture inside the housing. If the fogging is on the inside of the lens, the seal has failed and no amount of external work will touch it. We check that first and tell you before taking your money.
